Ukraine and Russia Execute Largest Prisoner Swap Since Start of War

On May 23, 2025, Ukraine and Russia conducted their most significant prisoner exchange since hostilities erupted over two years ago. However, Ukrainian officials were quick to clarify that while the swap was in motion, some parts of the exchange had not yet been finalized. Russia had yet to confirm the exchange through official state channels at the time of the announcement.

The talks in Istanbul, which led to this agreement, were the first direct negotiations between Kyiv and Moscow in over three years. Trump also floated the idea of holding further negotiations at the Vatican, possibly with Pope Francis playing a mediating role. Additionally, he has proposed tougher sanctions on Russia if peace negotiations fail to progress.
